Comprehensive Plan

A comprehensive plan is a land use development document intended to guide the Town’s decisions on future growth and development.  The 1993 Town of Ithaca Comprehensive Plan was developed in response to changes in the physical environment, perceived development pressure, and a desire to protect and improve natural resources and neighborhood character.  Since the 1993 Comprehensive Plan was adopted, many of the recommendations have been implemented, including a complete revision of the Town’s Zoning Ordinance, adoption of a new Transportation Plan, adoption of a Park and Open Space Plan, and a voluntary purchase of development rights program for agricultural land preservation.

In early 2007, the Town Board appointed a Comprehensive Plan Review Committee to review the 1993 Town of Ithaca Comprehensive Plan and related documents and to report to the Town Board with recommendations.  The Review Committee met monthly for most of 2007 and developed seven key recommendations.  One key recommendation identified the need to fully update the comprehensive plan.  The Review Committee also recommended the formation of a citizen committee for the update.  The nine member Comprehensive Plan Steering Committee started meeting in February 2008 and is in the midst of work on the plan update.  The committee meets monthly but also forms subcommittees as needed to accomplish specific tasks.

Comprehensive Plan Steering Committee Accomplishments

July 8, 2008, Ithaca Town Tour: Comprehensive Plan Steering Committee members and other municipal officials spent the afternoon on a bus tour hearing from staff and Committee members on highlights of the town.  The tour provided an opportunity for Committee members to experience the connections between different areas of the town and to discuss development and conservation issues.

September 23, 2008, Public Information Meeting #1: The Town held the first public meeting to gather residents to discuss the plan update and receive input from the public.  Approximately 40 residents attended.
